Independent Educational Evaluations for School Districts

Irvine Therapy Services provides Independent Educational Evaluations (IEEs) for school districts and families seeking an objective, comprehensive understanding of a student’s functional performance and educational access. Our IEEs are grounded in best practice, collaboration, and a strengths-based approach to support meaningful participation at school.

Irvine Therapy Services is a Non-Public Agency (NPA) in the state of California and is available to conduct Independent Educational Evaluations in Occupational Therapy and Speech-Language Pathology.

 

Our IEE Approach

We believe that behaviors, attention, participation, and learning are deeply connected to a child’s underlying foundations—especially their nervous system regulation, sensory processing, and developmental capacities. Our IEEs are designed to go beyond surface-level performance and identify the “why” behind challenges in a way that is respectful, practical, and school-relevant.

Understanding the “Why” Behind School Challenges

Many students are described as having difficulty with “behavior,” “attention,” “compliance,” or “motivation.” Our IEE process helps teams look deeper to understand how factors such as sensory processing differences, motor planning demands, executive functioning load, language processing, or nervous system overwhelm may be contributing to what is being observed in the classroom.

When we understand the underlying systems, we can create supports that are more effective, more compassionate, and more sustainable for both the student and the educational team.

 

IEEs Available Through Our Team

Occupational Therapy Independent Educational Evaluations

OT IEEs focus on how a student’s sensory processing, nervous system regulation, and sensory-motor foundations impact participation and access at school. Evaluations may include areas such as sensory processing and regulation, postural control, motor planning (praxis), fine motor and visual-motor skills, handwriting, endurance, and functional participation across school routines.

Speech-Language Independent Educational Evaluations

Speech IEEs focus on how a student’s communication profile impacts learning, social participation, and access to the classroom environment. Our Speech-Language Pathologists bring expertise in areas such as expressive and receptive language, social communication, Gestalt Language Processing (GLP) / Natural Language Acquisition-informed supports, AAC evaluation and communication access supports (when appropriate), and language-based learning needs. In addition, our team offers literacy-focused assessment, including reading development and evaluation of concerns related to dyslexia, using targeted measures when appropriate to better understand how language and literacy skills may be impacting school participation and learning.

 

What’s Included in an IEE

  1. Records Review
    We review relevant educational and clinical information, which may include IEP documents and prior assessments, teacher input, work samples, progress reports, and service history.
  2. Caregiver Interview
    We gather caregiver input to understand developmental history, daily routines, regulation patterns, sensory preferences, strengths, priorities, and concerns across home, school, and community settings.
  3. Clinical Observation + Standardized Assessment
    Evaluations are individualized to the student and referral questions. Assessment may include play-based interaction, functional tasks, and standardized measures to assess performance areas relevant to educational access and participation.
  4. Functional Interpretation
    We synthesize information to describe how underlying factors impact classroom participation, transitions, routines, learning readiness, task persistence, coping, and access to the curriculum and school environment.
  5. Written Report + Recommendations
    Reports include a strengths-based summary, interpretation of findings, educational impact statements, and practical recommendations to support participation and access at school.

 

Collaboration with Families and School Teams

IEEs work best when they reflect the student’s real-world participation across settings. We value respectful collaboration with both families and school teams to ensure the evaluation addresses meaningful concerns and supports educational access.

Collaboration may include:

  • Caregiver input and developmental history
  • Teacher and team input (when available)
  • Review of educational records and classroom demands
